Despite speculation that the present circumstances surrounding the States of Public Emergency (SOPE) declared on December 6, without the passage of the additional regulations have nullified its implementation, Attorney At Law and Director of Jamaicans for Justice (JFJ) John Clarke, confirmed that the 14-day SOPE is in effect. However, he voiced other concerns about the repercussions of the regulations and delayed passage through the House.
The regulations relating to the security forces’ powers of detention were first submitted, then withdrawn, and then resubmitted to the Upper House on Friday of last week and they are yet to be tabled in the Lower House. On Friday, Leader of the Opposition Mark Golding decried the state of affairs. On Sunday, President of the United Independents’ Congress of Jamaica ( UIC) Joseph Patterson added his voice to the critique of the process. The regulations are expected to be tabled in parliament on Tuesday. A week after the 14-day measure was declared.
