Hanover recorded its first murder since the imposition of a State of Emergency, (SOE) in the parish. Dead is 20-year-old Delano Hines from the Elgin Town community. Police sources indicate that at bout 7:30 am on Wednesday, November 17 residents of Elgin Town heard multiple gunshots then called the police.
Upon their arrival, Hines was found lying face down in a pool of blood, sources say that Hines was entering a lane on his motorbike when he was attacked by four armed men. About 40 spent shells were recovered from the scene.
Hanover is part of a tri-parish states of emergency (SOE) that includes St. James and Westmoreland. The Parish holds the lowest numbers of murders with 37 since January 2021; not counting the murders since Saturday, November 13. This is compared to St. James 134 and Westmoreland 106. With this latest incident, one Hanover resident is expressing reservations about the effectiveness of the SOE to combat crime.
The resident also explained that the buildup of traffic caused by searches at checkpoints not only create an inconvenience during commutes, but also hurts his business as a JUTA driver. Another Elgin Town resident says people with valuable information are apprehensive about sharing what they know with the police.
