“Sometimes consensus is harder to build than to get things done” those are the words of Prime Minister Andrew Holness, in response to ongoing criticism of his administration’s repeated use of the States of Public Emergency as a tool to temporarily reduce the rate of murders. He says that perceptions of the declaration as a method of shock and awe are misplaced.
