Panel Discussion

Jamaica’s Child Diversion Programme

The number of children in need of care and protection has overwhelmed the social services and the judicial system. The effectiveness of the treatment of children entering the justice system whether they seek the protection of the law or are in conflict with the law called for urgent scrutiny. In response, lawmakers established the child diversion programme whose offices and committees of the ministry of justice became fully operational islandwide in September 2020.

What has the impact of the programme been? What aspects of the legislation and framework still need strengthening? And how has the experience of the child changed since its implementation?

To discuss we are joined by the Children’s Advocate Diahann Gordon Harrison and secretary-general national commission, UNESCO Everton Hannam.
