Jamaica spends $4 billion annually on oversight institutions – Parliamentary committees are important accountability tools. How effective can they be in ensuring government spending meets the required objectives and targets?  Can they provide the necessary checks and balance on increased expenditure as governments respond to the impacts of  COVID-19?- and is the will of the people being observed within the process?
