National Security Minister Dr Horace Chang says recent analysis of the local crime trends has indicated the need for targeted intervention for youngsters between 17 and 25 many of whom are fearless and form critical parts of organised crime networks. He admits while some remain adamant on pursuing crime there are some among them who might be saved. 

He was making his contribution to the sectoral debate in the Parliament this afternoon. Dr Chang during his reasons for the last six months of reduction in major crimes note the government’s continued investment in resourcing the police to take on evolving criminal networks. 

However, he notes they have been using research and trends to identify the best approach in curbing those inclined to deviant behaviours. Of concern, he highlights a particular group. Watch the report:
