In the second quarter of 2023, a total of fifty-three individuals were either fatally shot or injured, with thirty-six losing their lives and seventeen sustaining injuries at the hands of the security forces, as reported by the Independent Commission of Investigations (INDECOM) Commissioner Hugh Faulknor. Disturbingly, eight of the deceased were identified as mentally ill. This quarter also marked a significant development with the unfortunate demise of fourteen individuals while in police custody, raising questions about the Jamaica Constabulary Force’s (JCF) responsibility for care and the state of their surveillance infrastructure.
